    Pergrande

    General Info:
    • The Empire of Pergrande is currently headed by Empress Xenia Polyakov.

    • Pergrande participated in the unofficial Border War against its neighboring nation of Bellum at the beginning of the year X891. Pergrande was aided by several factions of mercenaries hired to defend its border while its army mobilized. The border conflict ended without a decisive conclusion and prompted the Ishgar Symposium peace talks between belligerents.

    • Current Imperial Envoy First Class is Stefan Borisov, who was supposed to participate in the peace talks between Pergrande and Bellum at the Ishgar Symposium in Joya's Felidae city. An attempt was made on his life by members of a Fiorean Dark Guild known as Plumed Serpent, though he was successfully saved by a member of his Bodyguard detail, escaping the event that destroyed the majority of Felidae city narrowly.

    • The Population of Pergrande consists of about 50% "Espers", a word for people who control psionic power. This phenomenon also very rarely occurs outside of Pergrande, though the rest of the people of Ishgar naturally place more focus on magic, mana, and their shared applications, while psychics are generally underestimated and disregarded in comparison to magic's power and versatility, which is comparatively higher than the potential possessed by the few non-Pergranti Espers.

      One's capacity for use and control of psionic power is determined at birth by factors like the purity of one's blood and DNA, and unlike magical energy, it cannot be expanded once one reaches their limit. For yet undiscovered reasons, women appear to have a much greater capacity for the control of psionic power on average and a much greater percentage of female individuals possess higher-ranked Esper categories. There exist a multitude of government and military programs in Pergrande to help citizens of the Empire realize their potential and train in the use of Psionics, however.

    • As blood and DNA determine one's potential for power and status in Pergranti society, Pergrande as a whole places great value on things like heritage and descent. It is seen as immensely honorable for a common family to produce powerful Espers, just as it is seen as dishonorable if a noble family cannot produce an heir with powerful psionic abilities. Women are, in regards to their psionic potential, are viewed as more viable heirs than males, especially in the context of nobility.

    • Espers in the Pergranti military are divided into 3 official Classes, also unofficially referred to as Levels (Class / Level 1 Esper, Class / Level 2 Esper, Class / Level 3 Esper, which are equivalent to their respective Categories), though there exist 5 unofficial categories of Esper in the nation. The Imperial Army utilizes the Class categorization, while the public uses the unofficial Level designation.

    • Esper Categories in detail:
      • Category / Level 4 Esper - This category is what the majority of the slightly more than 700 million Espers within Pergrande are classified as. About 85% of them, or about 600 million people, are considered as something referred to in Pergrande as "C4 Espers". Their psionic powers are relatively weak at best and simple psychokinesis is all these Espers are capable of. Think of Party tricks like moving small objects for short distances without touching them or bending a metal spoon. It has no real practical use in combat, which is why this Category is not recognized as an official classification among Pergranti Military Forces and Higher society. In terms of magical ranks, they would be roughly equal to a D - B Rank mage.

      • Category / Level 3 Esper - About 10% of the slightly more than 700 million Espers in Pergrande belong to this category, about 70 million people in total. C3 Espers are the lowest of the officially recognized categories of Espers, though their potential for power constitutes a considerable jump from C4. C3 Espers have access to more refined psionic abilities like enhanced psychokinesis, augmenting one's physical abilities like the body's strength and speed greatly to superhuman degrees. If one is classed as a C3 Esper they may enjoy certain benefits within Pergranti society and military hierarchies, such as being eligible for service as a government official or a position as an Imperial Officer, with the possibility to be promoted to a position in an Imperial Guard unit. If joining the Imperial Guard, the people of this category are trained in specialized anti-mage tactics and martial arts, such as a style of sword combat specifically developed to hunt and kill mages. Espers of this category are roughly equal to A - S Rank mages in power, though, in practice, they can overpower mages of this rank based on their training.

      • Category / Level 2 Esper - About 4% of Pergrande's Espers have reached this category, i.e. about 28 million people in total. Based on their powers, C2 Espers are, once identified as such, immediately conscripted into service by the Empire of Pergrande, most C2 Espers being taken from their families at a young age. This is considered a great honor in Pergranti society, though. C2 Espers have the possibility of joining the armed forces or entering public service, with the majority opting for the former option, as this opens up the option of becoming one of Pergrande's Paladins. C2 Espers have access to abilities similar to the previous category, i.e. Psychokinetic movement, though they can control and move more objects from great distances and at great speeds. They can control psychokinetic pressure, which allows them to exert physical pressure on objects from great distances strong enough to crumple steel up like paper. Their physical abilities are enhanced to the degree that they can move at similar speeds to high-ranking mages, and their strikes can possess similar power to the impact of a large-caliber artillery shell. Their mastery of psionics also grants individuals of this category impressive intelligence. Some among this category of Espers also have access to rare abilities like limited clairvoyance, far-sight, future-sight equal to a few seconds, telepathic abilities, the erasure of one's presence, and other esoteric psionics that can allow them a small bit of specialization.

        If choosing to become a public servant, C2 Espers are sent to special government universities for a duration of 10 years and, upon graduation, may fill such positions as Local Administrators, Government Advisors, Retainers and Functionaries for noble families, Researchers, and so on, and may eventually work their way up the hierarchy to occupy important positions like Imperial Ministers, Imperial Envoys, et cetera. If not trained for combat, Espers of this rank often equal H rank mages in power.

        If choosing to serve in the armed forces of Pergrande, C2 Espers join Pergrande's militarized secret police force known as the Paladins. Paladin Candidates are sent to specialized facilities run by Pergrande's Army where they are trained for 15 years, their theoretical knowledge like Psionics, ideological training, details about magic and spellcrafting, though also includes more standard classes like literature, arithmetic, history and politics, and even language classes. Practical training consists of things like physical exercise, psionic exercise, weapon mastery and handling, unarmed combat and martial arts, as well as tactical training. Once perfecting their abilities and completing their studies, Paladin Candidates are inducted into the organization as Paladin Recruits, where they have the chance to serve the Empire of Pergrande in a large variety of roles, both internally as well as outside the Empire. If trained for combat, Espers of this rank usually range anywhere from H rank to Z rank when compared to magical ranks.

      • Category / Level 1 Esper - Close to 1% of Pergrande's Esper population, or roundabout 5 million people, are classed as C1 Espers by the Empire's government. C1 Espers are people born with the highest officially recognized capabilities for psionic control and power, usually being the children of noble families or other sets of parents with genetics pure enough to produce an Esper of this level. As they are not only extremely rare and powerful, but the vast majority of individuals among this classification are also considered nobility, Espers of this category enjoy considerable status among Pergranti society and are even exempt from some of the state programs and surveillance. As such, C1 Espers enjoy a laxer and free education, meaning that most of the high-society, while ideologically impeccable, is a lot more open-minded and flexible when it comes to their ideals compared to the common people of Pergrande.

        C1 Espers share similarities with C2 Espers, though the strength of their psionic abilities is turned up another notch. They can easily lift and move several thousand tonnes of material with the power of their psychokinesis alone and exude pressure that can crush an entire town to dust in moments. Their physical augmentation via psionics puts them on par with even the strongest of military implements and their raw agility and power is staggering, even when compared to mages of the highest levels. C1 Espers also have access to individual powers called "Oracles", which are the advanced versions of their natural psionic quirks. Oracles are, in essence, ways to manipulate and bend reality via the use of one's psionic might, in that sense being similar to the magics that spellcasters have access to, though C1 Espers are limited to a single Oracle where mages have the capabilities to learn and master multiple magics. Oracles, however, are a lot more potent when compared to regular magical abilities of similar caliber.

        Espers of C1 will often be placed in positions of power and renown across the nation if remaining regular members of Pergranti Society, many noble families being the Mayors for smaller and bigger cities, Provincial and State Governors, as well as Imperial Officials of the highest order. If one is not of noble birth but is classed as a C1 Esper, they will be extended the opportunity to establish a new noble family themselves, with the blessing of the imperial court, of course. C1 Espers of this kind are often equal to Z rank mages.

        C1 Espers can also be found among the Military Forces of Pergrande, both in the Army and the Paladins alike, often forming individually formed Special Forces groups or the highest levels of command hierarchies. Trained C1 Espers are considered a massive force of destructive might, as mastery over one's Oracle holds massive capabilities for firepower and military strength on a strategic scale. As such, they are employed by the Empire of Pergrande in various scenarios where brute force or specialized abilities are required. C1 Espers of this kind are, at the very minimum, equal to Z rank mages in strength, the vast majority, however, surpassing that level of strength, placing them somwhere at the low to high Prestige ranks anywhere from D+ to Z+, depending on their exact Oracle.

      • Category / Level 0 Esper - C0 is an unrecognized category for Espers, and this way of classification is not officially acknowledged in any way. The government covers the very existence of C0 Espers up as best as they can, the psionic powers and sheer supernatural might their blood affords them being the stuff of legends. There exist not very many individuals that could be classed as C0, even among the vast populace of Pergrande, but those that are are exceptional people. The exact requirements for being classed as C0 or their exact capabilities are unknown, but it is said that they trump even the most powerful of C1 Espers, a fact that should not, under any circumstance, be taken lightly. Information on these individuals is erased from any kind of record, with only members of the highest echelons of Pergranti society even knowing about their existence. Leaks of information are dealt with swiftly to ensure that Category 0 remains nothing more than a myth. Who these individuals are and what drives them is, of course, a complete mystery as a consequence of this policy. It can be assumed, however, that Espers of this category rival or exceed Z+ mages in power by far.

    General Info:

    • Current Grand Cardinal of Bellum is Grand Cardinal Soteris Leptis.

    • Bellum participated in the unofficial Border War against its neighboring nation of Pergrande at the beginning of the year X891. Bellum was aided by its ally Fiore and several independent factions of mages. The border conflict ended without a decisive conclusion and prompted the Ishgar Symposium peace talks between belligerents.

    • Former Cardinal of Whispers was Cardinal Leonida Ferreolius, who was supposed to participate in the Ishgar Symposium peace talks as a representative of his home nation, Bellum. Before the peace talks could occur, however, he was assassinated by an unknown assailant. His successor is, as of yet, unknown.

    General Info:
    • Previous Chairman of the Magic Council of Fiore was Norwood Pendleton, who was killed by unknown assailants on his way to the proposed peace talks between Bellum and Pergrande. He intended to participate in the talks as a representative of Bellum's ally Fiore. His successor is Braeden Tarner

    Bosco

    General Info:

    • Bosco is generally believed to have participated in an extended battle of international intelligence activities against Bellum that involved spy and counter-spy organizations between the years of X871 and X877. This fact has considerably soured relations with Bellum and effectively put an end to all diplomatic relations between the two nations, citizens of Bellum being banned from entering or traveling through Bosco legally even to this day. Bellum, in this context, is further believed to have employed considerable measures of technological and industrial espionage in order to improve its own national capabilities, though this fact is only known to the highest of Bellian functionaries and fervently denied by any who know. Regular citizens of Bellum and beyond would know of this fact only as rumors.

    Stella

    General Info:

    • Stella is controlled by a Corporation referred to as the "UMC", the United Mining Companies. The institution known as the UMC is divided into several sub-groups, which are each tasked with supervising an aspect of Stellae industry and society. The three largest of these groups control the biggest portion of life in Stella and are described below:

      • Earthmasters: The Earthmasters, as an organization, is arguably the most integral part of the UMC, tasked with extracting the raw resources of Stella, ores, precious minerals and gems, lacrima, and all other valuable assets from beneath the rocks and mountains. Mining is the Earthmasters' foremost task, and the Earthmasters go to extreme lengths to discover, secure, and exploit any deposit of natural resources they can find. For this reason, they employ a special task force of specialists known as the "Earthen Hands", which is comprised exclusively of mages adept in a form of earth, rock, or mineral magic. The Earthen Hands are recruited from within Stellae society and foreign populations alike, the Earthmasters accepting most mages who suit its needs, paying their Earthen Hands extremely well. Earthen Hands are tasked with locating mineral and ore deposits, digging tunnels where it would be too dangerous for regular miners, stabilizing existing mines, and excavating any subterranean findings that are not necessarily considered exploitable resources. Earthen Hands also patrol the mines of Stella and ensure that the workers are kept in line, the possibility of being buried in a cave-in being enough to scare most disgruntled mining personnel out of any mutinous thoughts. For these purposes, they are supplied with specialized gear much like the other security forces of Stella.

      • Forgemasters: The organization known as the Forgemasters is a sub-group of the UMC tasked with staffing, maintaining, and patrolling the nation's massive underground smelteries, foundries, refineries, and forges that are responsible for the production of certain raw materials. The security force of the Forgemasters is largely made up of individuals referred to as Forgesoldiers. Comprised of mages and highly trained specialists, the security forces of the Forgemasters are split into several different ranks and classifications, Forgesoldiers forming the majority of footsoldiers for the Forgemasters. While not necessarily adept in the use of magic if not a mage by nature, they are trained in arcane swordplay, and these men and women are certainly no pushovers, not to mention the fact that the Forgemasters supply them with superb gear like their unique armor enchanted with runes based on Fire magic.

      • Cogmasters: The cogmasters of Stella are the quintessential structure that keeps Stellae society together. This organization is not only tasked with controlling the cities and communities of Stella, providing the regular magical and non-magical security forces keeping the citizens in check, but also controlling the factories, centers of production, manufacture, distribution, and trade. This organization is directly controlled by the CEO of the UMC, the Cogmasters largely lacking the respective kind of autonomy the other organizations of the UMC enjoy. All associated security personnel, while not being as specialized or well-equipped as that of other sub-groups, is present in much larger and more readily available numbers, a necessary fact to ensure continued control of Stella.

    Ca-Elum

    General Info:

    • Ca-Elum finds itself in an inofficial rivalry with Enca for Ishgar's leading naval power. In the past, this position had been indisputably held by Ca-Elum ever since Pergrande's fall from grace, but in more recent years, with the rapid and extensive expansion of Enca's navy and military as a whole, the island nation in Ishgar's south has come to approach that of the westernmost one in naval power. Ca-Elum, eager to keep its position of prestige and hegemony, has started programs to expand its standing navy for the first time in over a century, with Enca responding in kind, beginning a small naval arms race that has gradually begun to escalate.

    Joya

    General Info:

    • Joya's largest population center, Felidae City, was set to host the Ishgar Symposium, a proposed peace talks between the nations of Bellum and Pergrande, which had fought each other in the year X891 in a series of unofficial border skirmishes that resulted only in inconclusive bloodshed. To stop the spread of hostilities, both nations agreed to meet in the peace talks. On the day these peace talks were set to begin, however, an unknown third party claimed the lives of Norwood Pendleton, former Chairman of Fiore's Magic Council, and Leonida Ferreolius, former Cardinal of Whispers of Bellum on the side of the Bellian delegation.

      An unknown event initiated by the Fiorean Dark Guild known as Plumed Serpent, however, attempted to claim the lives of the Pergrandian delegation. The magical cataclysm set off by this event destroyed more than half of Felidae City and claimed the lives of millions of Joyans and foreigners who had come to see the talks alike. Where the oldest and most famed parts of Felidae once stood, a massive crater filled with fine grey dust is now the only thing that remains, the new environment continuing to remain hazardous, as breathing in this fine molecular dust can cause severe damage to the lungs up to a respiratory failure in any breathing organism, though efforts to clear up the area have begun. The Pergrandean delegation survived these events due to the aid of a member of its guard detail.

      This event caused a definitive and dramatic shift in Joyan foreign politics and view on other nations and their populations. The majority of Joya, stricken deeply by this immense tragedy, embraced xenophobic attitudes, the nation closing its borders and expelling all remaining non-natives practically overnight. Joya is still in the process of recovering from this shock permeating its populace on a national scale, but new factions with widespread support have risen up within the nation's politics, demanding retribution for the "Tragedy of Felidae", as the event is now known.

    General Info:

    • The Island known as Amber Island, or Île d'Ambre in Minstrelian, off Minstrel's coast had briefly been charted to Fiore in the name of a now-disbanded legal guild that existed there in the years X889 to X891. The island is now once again abandoned and control has been transferred back to Minstrel officially, the Empire of Minstrel intending to nationalize control over this territory.
