    TakeOver Magic

TakeOver magic is using magic to take on abilities and identities of powerful creatures. Similar to summoning, but instead of summoning the beast itself you become it, either partially or fully. This is also where we will draw a distinction: Partial TakeOver, Full
TakeOver or Form and Spell. Before we go into more detail you should know that:

    - Each TakeOver takes up 1 Spell Slot.
    - A mage may only have 1 specific type of TakeOver with 3 different Forms.
    - A Form exists of max. 4 Partials
    - Each regular Spell has to be assigned to a Form and can only be used in the Form or with the appropriate Partial TakeOver of that Form.
    - Partials of different Forms may be combined with each other simultaneously, but they cannot produce another Form.

Now, let's define Partial and Full TakeOver:

Partial TO: 1 aspect of a Full TO containing 1 active spell and 1 passive ability for the remainder of its duration.

Full TO ( Form ): All Partial TOs of the same Form combined into one, gaining access to all spells and passives simultaneously with a power boost of 50% of its original power. ( Meaning that it should be able to overpower regular spells of equal rank that are not buffed or boosted in any way. ) A Form gains 1 additional passive ability equal to the rank of the Form.

    Restrictions:
    - When a Partial TO is in cooldown, its Form cannot be activated.
    - When a Form enters its cooldown, all of its Partial TOs enter cooldown as well.
    - Every Form must be at least 1 Rank higher than its highest ranked Partial TO.
    - Spells belonging to a certain Form cannot be used by a Partial or Full TO of another Form.

Alright, tell me if I am right with this cause it was a little confusing:

Partial Take Over: Takes up One Spell Slot - Provides a Passive ability by itself. Can only be associated with one active spell.

Spell: Takes up One Spell Slot - Provides an active spell that has to be associated with a Partial Take Over.

Full Take Over Form: Takes up One Spell Slot at least one rank higher than the highest Partial Take Over - Combines all the Partial Take Overs, with a 50% power boost, plus another passive ability equal to Form's rank.

Must all Partial Take Overs be associated with a Full Form? Say, if what is above is correct, a H-rank Mage has all 41(Natural+Purchased) Primary Spell slots, 12 are used for Partials, 3 used for max Forms with said Partials, 12 used for Spells of Partials. That leaves 15 more Spell Slots and thus someone might have more Partials that are not associated with the maximum three Forms. Is that allowed?

You've got it almost correct. Except for the fact that the Partial TOs can associate with more than just 1 Spell. The Partial TO contains 1 Spell and 1 passive ability in itself. So all remaining 15 Spell Slots can be spent on creating Spells to add to your Forms.
