Strengths:
(SkyWalker:) This strange pair of leggings allows the user to walk in the air effortlessly, with full 360 degree motion, including upside down, sideways, and any which way the user can imagine.
This seems more like a passive rather thank a strength, I would like for you to reword or remove this please.
(Skin-Tight:) This artifact bonds itself with the skin, making it like a second layer of skin, and moves as naturally as the user's actual skin.

Weaknesses:
(Parasitic:) This artifact, while non-sentient, drains the life force of the wielder to use the abilities granted by this artifact.
(Limited:) This artifact can only protect the regions that it covers. It can't cover the chest, neck, arm, et cetera.
(Iridescent:) While it doesn't produce light by itself, like the moon, when introduced to light, it shines in all colors that light separates into.

(Description:)Allows the user to move, almost instantly, to another spot within 30 Meters, and the distance scales with the User's rank, raising the distance to the limit set for its rank. This looks like the user holding themselves in the air, eyes closed, and vanishing within a blink. They reappear somewhere the user wishes to.
Please stat that it can go to the maximum of the users rank please, as there is no way a D-Rank user will be allowed to go so far as 30 meters. I understand you are not but in case you gift it to another for whatever reason. How are they levitating? I would alter the 'reappear somewhere the user wants' as you may end up in an area you don't know for a job I would suggest that you add you may land off point due to not knowing an area well enough, this is a suggestion though.
(Strengths:)
-Flash Teleportation: Can nearly instantly teleport anywhere within the range.
- Phantasm: The user phase through physical objects that are in their way.
(Weaknesses:)
- Legs: The legs are the only thing to receive the phantasm ability.
- Physical Entities: If the user teleports and there's a wall in the way, only the Legs will continue to move.
-Gravity Mages: Mages who control gravity can control the speed at which the wielder of this artifact goes, slowing down the motion to a crawl. (Reduces the movement range by half.)

-The artifact, drawing upon the air of the surroundings, creates two personal Cyclones which can redirect 2 Spells of the user's rank and lower, and creates a wind boundary that people of the  lower ranks, cannot cross. (Within Ten Meters)
I'd suggest making it that they can pass your wind boundary with effort and get a debuff to speed if successful.
(Strengths:)
-Wind Barrier: The winds create difficult terrain which those of a lower rank cannot cross.

-Redirection: The wind's authority over the domain of which it took dominion over (Within Ten Meters for both.), can redirect a spell of similar or lower rank in quality.
(Weaknesses:)
-Elemental Weaknesses: Wind, while strong in its own right, can be beaten by elements that devour it, such as fire, or elements that resisted by earth and metal elements. Fire, earth, and metal users negate the ability this is listed under.
-Slayers: Slayers, of the wind category, honestly, can eat this spell and regain their respective bonuses.
-Moving: The character who uses this ability has their movement speed cut in half, and cannot use any ability from any spell or any item to make themselves faster again.
